The author establishes that the nature and quality of lawmaking works depend on the level of legal culture of actors and participants of lawmaking activity. The research notes the impact of legal culture on the state of municipal lawmaking. The author concluded that it is necessary to incorporate the legal culture values of the person-centered type into the lawmaking activity of the state.
