Legal legitimacy of pension provision for civil officials of the first half of the XIX century

The scientific community has been concerned with the problem of civil employees' pension provision for more than a century. Despite a wide range of legislative basis on this issue, the debate on legal legitimacy of pension provision remains open. This article covers the origins of the formation of pension provision in our State. The author reveals the diversity of pension law making, with a set of its original unique legal characteristics. The article traces a dramatic material segregation of civil servants of various grades and ranks, which can be a background of the tendency towards accumulation of advance savings by means of corruption and embezzlement.
