The legal basis of activity of governmental bodies of Manchukuo (on the materials of the Russian faculty of law in Harbin)

The present article is based on the information of the Russian Law School in Harbin. The author analyzes the legal framework of activities of the bodies of state power of the quasi-state of Mahchukuo, established under the Japanese occupation forces in Manchuria (Northeast China) and existed during the period from 1932 to 1945. The article gives a description of the main legal acts regulating the activity of the state authorities, gathered in 10 volumes of «The Collection of Laws and Orders of Manchukuo» which were prepared and translated by Japanese official M. Ogushi with the help and participation of Georgy K. Gins, the professor of Law Department in Harbin. This collection provided new legal materials in Russian about the system and the structure of Japan and Manchuria when there had not been enough information about the region at all. It was emphasized that knowledge on the state and its legal system makes it easier to understand its public policy.
