Policy of law as a type of policy

In the article, which is open to discussion, the author upholds the idea that not a voluntaristic policy meets the criteria of democratic society but the policy of law does so, the policy that is so to say based on the Law, and aimed to create favourable conditions for the normal life of the сitizenry.
