Law nature of competence rules disposition

He arguments of supporters and opponents of the connectedness of rights and duties in the competence rules (the theory of merged rights and duties) are presented. The author's position on the validity of an independent type of prescription associated with the application of law as a form of law implementation is presented. With the help of judicial practice, the author analyzes the peculiarity of legal relations involving public entities, which is expressed in the «triangle» relations with a specific person and an indefinite circle of persons.
