The article considers the process of forming the legislation of the Russian state on exile as a form of criminal punishment during the 17th - first half of the 19th centuries from private law to general criminal law. The exile to Siberia as a form of criminal punishment aimed at intimidating criminals later transformed into punishment with economic tasks. It deals with territorial and economic development of new Siberian territories, which was also facilitated by the appearance of an administrative exile.
