The legal essence of federalism

The article examines the legal essence of such a phenomenon as "federalism". The authors characterize federalism not only as a constitutional and legal institution, but also as a political, socio-economic, spiritual and cultural phenomenon of modern statehood. Federalism is presented as a complex, ambiguous phenomenon with distinctive features in comparison with the federation.
