The rule-of-law state, law and universal human values

The article investigates the interconnected and interdependent issues of the rule-of-law state formation, the scientific definition of the notion “the rule-of-law state and legal consciousness. The rule-of-law state and law are reviewed in the context of the universal human values being the necessary and inevitable phenomena in the life of a modern civilised society. At the same time the rule-of-law state is perceived as a legal form of organisation and activities of the public political authority.
