The rule-of-law state in Russia: some conceptual approaches

The basic idea, which is characteristic of almost all modern conceptual approaches to the understanding of the rule-of-law state, is that it cannot be built on orders from above, without forming a spiritual and moral mentality in wide sections of society. In the rule-of-law state, laws and public authority must have a special spiritual and moral mentality and enjoy the full confidence of the absolute majority of the population. Therefore, the rule-of-law state of law is such a state where its laws and public authority, with its inherent spiritual and moral mentality, enjoy the full confidence of citizens, using their official powers exclusively for the benefit of their people and the national security of the state, where there is no place for corrupt practices, and national incomes are fairly distributed among all segments of society, really providing them with a decent standard of living and harmonious relations between people.
