Legal ecological zoning as a tool of tourism sustainable development in the region under restrictive ecological limitation

The article considers decision making mechanism in the restrictive ecological limitation, imposed on the territory and recreational activity for ensuring sustainable tourism development. The author solves the problems of adequate, unique and precise interpretation of restrictions for each concrete site of the territory using the legal ecological zoning through the example of Slyudyanka district of Irkutsk Region, the part of the central ecological zone of the Baikal Natural Territory (CEA BNT). Legal zoning is judicial instrument of legislative regulation of using the land plots and real estate objects in the market conditions which is expression of the modern land relation system at the national, regional and local level enshrined in laws and resolutions. Legible fixing of the existing legally significant regulations on use of the territory (types of the allowed use of natural resources, the ultimate loads on natural complexes, the reduction potential of the territory) is the essential moment for advance planning and includes preparation of possible scenarios of using natural and resource potential within the concrete territory, development of programs for the best (safe) option of environmental management. The article presents the multilayer map of legal zoning with showing legal restrictions for each site of the area. It allows to be guided easily in the statutory space. There is a possibility to analyze the strategy of using the territory, in particular to select the places suitable from legal positions for placement of objects of the planned activity. In a concrete situation among various types of economic activity we can recommend the one that meets the chosen criteria and the existing legal restrictions.
