Legal regulation of the activity of the administrative board of a city as the authority of the municipal self-government according the city charter of June 16th of 1870 year, as in the case of the city of Moscow

This article is devoted to some issues related to the functioning of the Administrative Board of a city as the authority of the municipal self-government after the municipal reform of 1870 year. It is evaluated the efficiency of the activity of the Board from the point of view of its organizational structure, full powers, staff of government officials and relations with the authorities of administrative-police control.
