The authors analyze the current legal regulation of environmental protection in the Arctic zone of Russia, identify its main drawbacks. Proposed legal technology to eliminate them by taking into account public environmental interests in the investment process and the economic justification tool of public investment projects in the abandonment of past environmental damage, based on assessment of environmental and economic benefits of such projects. Provides examples of calculations and application of the proposed method.
