Legal regulation of foreign investments in the Russian Federation under sanctions

The relevance of the research topic is due to the fact that the problem of attracting foreign capital has acquired a particularly serious significance for Russia at the stage of development of the market economy in connection with the revival of foreign economic activity and the country's involvement in the global governance system. This issue is becoming especially relevant in connection with the political course on improving the national economy of the Russian Federation, on actively attracting and mobilizing direct foreign investment in order to accelerate the innovative growth of the country's economy. It is foreign direct investment that is considered an important factor determining economic growth and development for many countries, including Russia. But since 2014, numerous sanctions have been imposed against Russia, which has caused an outflow of foreign direct investment from the country. The purpose of the study is to analyze the cross-border movement of capital from the standpoint of a modern view of the innovative path of development of the Russian economy and measures of successful counteraction to them by Russia, as well as to form an understanding of the possible future of foreign direct investment in the Russian Federation. The methodological basis of the study is the dialectical method, which makes it possible to analyze the phenomena and processes under study in their evolution, interrelationships and discrepancies with each other; the system method was widely used, with the help of which a comprehensive analysis of problems related to the development, formation and application of investment legislation was carried out both at the federal level and in the subjects of the Federation. In addition to the specified scientific methods, the method of legal analysis was actively used along with other private scientific methods. Results of the study of amendments made to the current legislation in this area, official statistical data, timely measures taken to counter the sanctions imposed by Western countries against Russia allow us to conclude that, in the context of numerous sanctions, the Russian economy has shown much greater stability than experts initially assumed, which made it possible to make favorable forecasts for the current year.
