In the present article analysis of low, government guidelines of Rosselkhoznadzor and periodical literature is performed by comparative legal, statistical and logical methods. It is found that а list of grounds for the implementation of laboratory control is not clearly defined. Author attempted to define such a list for example of meat and meat products.
