Legal regulation of the turnover of library information

An attempt was made to analyze the specifics of the legal regulation of the circulation of library information. The view was expressed that the system of legal regulation of the circulation of library information includes three large groups: normative legal acts regulating the right to information in general, normative legal acts directly regulating library activities, sectoral regulatory legal acts containing norms regulating the circulation of information in the library sphere. The first group includes the basic norms of the Constitution of the Russian Federation, international acts and treaties that establish the right to information, acts of the President of the Russian Federation of a strategic nature that affect the implementation of the right to information, by-laws of the Government of the Russian Federation adopted in pursuance of the program-doctrinal acts of the President of the Russian Federation. The second group includes federal laws and laws of the constituent entities of the Russian Federation containing profile system-forming information and legal norms on librarianship, subordinate regulatory legal acts on matters relating to librarianship, a set of standards forming the "System of Standards for Information, Library and Publishing" local normative acts of libraries, recommendatory and model acts of "soft law". The third group consists of related acts containing norms on the circulation of library information, acts of various branches of law that regulate certain spheres of public life, but which provide for library and information norms, normative legal acts having a complex character affecting the library sphere. According to the results of the research, it was concluded that the main task of modern library legislation should be not only to ensure the digitization of library information, but also to find the optimal forms of existence and development of both traditional and electronic libraries. The authors substantiate the need for both theoretical development of scientific approaches to regulating the turnover of library information in conditions of transition to a digital society and the development of library law in the Russian Federation at all levels.
