Legal regulation of preimplantation and prenatal genetic diagnostics in the Russian Federation: problems and development prospects

The paper analyzes the current state of the legislation regulating preimplantation and prenatal genetic diagnostics in the Russian Federation. The constitutionality of such diagnostics performed in the territory of the Russian Federation and a possibility of its further technological development and improvement is estimated. The conclusion is formulated that current procedure of preimplantation and prenatal genetic diagnostics in the Russian Federation does not directly contradict the provisions of the Constitution of the Russian Federation; however, current regulatory law base needs to be improved in order to eliminate gaps in legal regulation of genetic diagnostics. One of the ways is the adoption of a complex federal law regulating in detail the implementation of genetic diagnostics and its varieties. The implementation of this project will require relevant financial investments from the state, which, however, will be compensated for by reducing the costs of symptomatic treatment and life-long maintenance for people with disabilities.
