Legal regulation of tobacco production and trafficking in the USSR in 1930-1940

Legal regulation of distribution and consumption of tobacco products in Russia is a well-known and relevant phenomenon, going back to the late Middle Ages. From the standpoint of historical and legal analysis, this issue has been studied insufficiently for today: it was solved only in medicine, economics, sociology, psychology researches and so on. The article reveals the peculiarities of legal regulation of tobacco products trafficking in the USSR, based on the examples of resolutions and other acts of the Council of People's Commissars and decrees of the Supreme Council of national economy. This period is the most important in the context of the problem as a whole, because it covers the legal way of state formation with a new type of economy. The activities of executive authorities in this area are also mentioned. Changes of tobacco trafficking law in the prewar period in the USSR are also revealed; the comparative characteristic between modern and soviet law is also mentioned in the article.
