Legal regulation of public hearings in municipalities (case study of Ulan-Ude)

The article considers the issues of legal regulation of public hearings in municipalities using the example of Ulan-Ude. The study has shown insufficient legal regulation of the procedure for public hearings in municipalities by the federal legislator, as a result a diverse municipal law-making practice has developed in the Russian Federation. Based on the results of the analysis of municipal legal acts regulating the procedure (stages) of public hearings in Ulan-Ude, we have identified problems and gaps in the legal regulation of this institution. Particular attention is paid to the commencement of public hearings by the population.
