Legal regulation of social maintenance and social support of citizens in the sphere of housing and communal services

The author substantiates that the subsidies and compensations in the system of payment for housing and utility services can be attributed to separate parts of social security. Discusses the concept of «social security», «state social assistance», «social support». Proposes to refer to social services for the provision of state social assistance in the form of subsidies for payment of premises and utilities, and provision of social support in the form of compensation of expenses of citizens on payment of premises and utilities.
