Specially protected natural areas are of particular importance for the conservation of biological diversity, ecological systems, ensuring a favorable environment, as well as for human life and health. An important issue is the degree of their involvement in economic and other activities, which are often associated with the construction of buildings and structures. Its solution is directly related to ensuring the goals and objectives of the creation of specially protected natural areas. Many problems arise when the «imposition» of the legal regime of specially protected natural areas on the land of other categories: settlements, forests and others. Their resolution depends on the completeness and clarity of regulation, including the issues of determining the types of permitted use of land plots, taking into account the buildings and structures being built. The difficulties are caused by the fact that the development of these lands is regulated in the complex by land, urban planning, housing and environmental legislation.
