The article attempts to investigate the peculiarities of the legislative development of the sphere of national security in relation to the indigenous minorities of the Far East. From the standpoint of the conceptual approach to the analysis of the essence of the national security strategy, the author identifies the initial principles, main elements and directions of legal support for ethnic protection and sustainable development of small ethnic groups in the first half of the XIX - XX centuries. The relevance of the topic is due to the poorly researched legal nature of the national security of indigenous minorities. The complex impact of the State on ethnic societies is reflected in the ethnographic formation of national territorial entities. As a result of the study, an idea was formed about the mechanisms of ethnic protection of indigenous peoples. The conclusion is reached that legal regulation in the field of integrated environmental management in the region needs to be improved.
