Legal regulation of introduction and implementation of telemedicine in an industrial region

An important task of the Chelyabinsk region as an industrial region is the protection of health and the organization of medical care for its residents. The introduction of telemedicine technologies contributes to the development of affordable qualified medical services in conditions of territorial inaccessibility of medical institutions. Currently, the legal regulation of telemedicine sets a significant number of legal barriers, which does not allow the development of this area. The inability to use telemedicine technologies without resorting to a unified system of identification and authentication, diagnosis and treatment, and other mechanisms that are not regulated by legal norms hinder the introduction and development of telemedicine technologies. Establishment of an experimental legal regime for the provision of medical care with the use of telemedicine technologies will eliminate the problems that have arisen and develop appropriate legal mechanisms.
