Legal monitoring in the Sverdlovsk Region: the state of legislation and prospects for improvement

The article considers the features of the Sverdlovsk region legislation on legal monitoring and the problems of its application. The authors note the advantages of the existing mechanism of legal monitoring in the Sverdlovsk region. The region adopted a specialized regional law on legal monitoring, which enshrines monitoring indicators, a unique institutional basis for monitoring based on the Ural Institute of Regional Legislation, and a mechanism for implementing monitoring results. It has accumulated experience in monitoring the state of legislation in addition to monitoring law enforcement and has created an automated information system “Region-Law”. At the same time, the article concludes on the necessity of changes in the following areas: 1) correction of the institutional basis for monitoring by changing the procedure for forming the Council for Monitoring Legislation of the Sverdlovsk Region and Monitoring the Practice of Its Application or changing the procedure for preparing a report on the legislation of the Sverdlovsk Region, 2) improvement of the system of monitoring indicators, 3) establishment of requirements for the substantive content of documents on the results of monitoring, 4) improvement of the mechanism for implementing monitoring results.
