Legal regulation of state administration in the information technologies field during the sovereign economy formation

The article reflects some results of the researching of the economic and legal aspects of regulation in the information technology (IT assets) and intellectual property (IP assets) fields, taking into account the peculiarities of the sanctions period in the development of the domestic economy and civil law. Particular attention is paid to the importance of human capital, as well as the science and education synergy for solving the state challenges of import substitution and information security ensuring of the country.
