Legal aspects of state policy in the field of volunteering in the Russian Federation

The article focuses on the volunteer activity in protecting the population and territories from emergency situations, ensuring fire safety. The authors investigate how the federal executive authorities, subjects of the Russian Federation and local self-government bodies encourage volunteering in this sphere. The state policy in this area is implemented in several directions: legislative regulation, information and methodological support, development of motivation tools and infrastructure. The article aims to highlight the transformations of the regulatory legal framework in the field of volunteering, including the protection of the population and territories from emergency situations. The urgent task at the present stage is forming a modern regulatory legal framework in the field of volunteering and organizational decision-making. The analysis of legal support of volunteers in the field of emergency response and fire safety is carried out. Despite legal support measures, a number of problem areas were identified which need further adjustment.
