The article presents an analysis of the main provisions of the «Charter on the Prevention and Suppression of Crimes» (1871), many of the normative provisions of which inherit the legal guidelines and prescriptions of the «Charter of the Deanery or the Policeman» (1782). Drawing a parallel between the similar norms of these normative legal acts, the author notes the features of the undoubted spirit and color of the epochs of the 19th and 20th centuries, during which the authorities tried in every possible way to strengthen the necessary level of morality and law and order in society by police measures.
