Legal aspects of the joint usage of regional infrastructure for sports needs (case study of phygital sport in the inter-university campus)

Aim. This study aims to identify regulatory gaps in the legal framework governing the shared use of regional infrastructure for sports. Materials and methods. The research employs a mixedmethod approach, integrating general scientific methods (analysis, synthesis, induction, deduction) with specialized legal methodology (structural-legal analysis, concrete-sociological investigation, comparative legal analysis). Results. The findings reveal three critical issues: 1) the lack of standardized terminology; 2) the fragmented nature of existing legal provisions; 3) the demonstrated efficacy of the cluster-based governance model. The study underscores the necessity of introducing legislative measures to address these gaps, without which the successful implementation of state-prioritized sports infrastructure projects remains impossible. Conclusion. The analysis further suggests the potential applicability of international best practices, particularly the establishment of inter-university bodies to facilitate coordination among governmental agencies, municipal authorities, sports infrastructure operators, and prospective sponsors.
