Legal aspects of the implementation and use of the blockchain technology in public administration in Russia

The article discusses the implementation and use of the blockchain technology in various sectors of public administration in Russia. The most successful examples of theblockchain application in the sphere of public administration and performance of public state functions in Russia and in foreign countries are analyzed. An attempt has been made to assess the potential opportunities and conditions for the effective application of the blockchain technology in the public administration sector. The authors proceeded from the thesis that the blockchain can be effectively used in a number of spheres of public and state activities in order to optimize them, improve the convenience and accessibility for both the state and the citizens. As a result of the study, they concluded that, as a system capable of transforming many segments of the economy, the blockchain technology should be used based on the principle of expediency, while taking into account its technological advantages and security risks. The article offers variants of the regulatory legal regulation of the introduction and application of the blockchain technology in public administration, the adaptation of national legislation to the current tasks of digitalization of public administration.
