The relevance of the topic under study is determined by the emerging legal structure of land use, which creates conditions for the interest of indigenous minorities in the joint development of the resources of the territories of their ancestral habitats as a factor of well-being and transition to a new stage of national civilizational development. From a scientific and theoretical point of view, as the industrial development of the resources of the territories of traditional nature use increases, the problem under study has not been adequately reflected in Russian legislation. In practical terms, the necessity of taking urgent measures aimed at the legal regulation of relations between the indigenous population and non-mining companies in the framework of the emerging strategic resource economy of Russia in the Arctic zone is substantiated. Based on the analysis of a wide range of Russian and foreign sources of law, as well as scientific research, the priorities of the participation of indigenous minorities in the industrial development of the Russian Arctic, socio-economic projects, the preservation of distinctive culture, traditions and language, and improving the quality of life in the updated legal framework have been identified.
