Legal features of the implementation of the state order in the Soviet Union

The article discusses the legal features of the implementation of the state order in the Soviet Union. It is noted that in modern Russia, legal acts on the contract system ensure the efficiency of spending budget funds in compliance with the rules of a market economy, extending their effect to antimonopoly legislation. It is revealed that in Soviet times a planned economy was established with a monopoly of the state machine. It is concluded that the command-administrative regulation of the organization and management of public procurement was preserved in the Soviet Union until its collapse.
