Legal issues of ensuring technological sovereignty in the context of digital transformation

The transformation of global socio-political processes in the context of increasing technological competition between states and growing sanctions confrontation raises the issue of finding new approaches to technological sovereignty, ensuring its preservation and stable existence in the context of digital transformation. The task of ensuring technological sovereignty requires not only a technological breakthrough, qualitative changes in approaches to scientific development in the context of digital transformation, but also large-scale changes in the legal sphere, which must be transformed under the influence of changes in society and the state. The concept of sovereignty used in the context of digital technologies and their widespread dissemination practice implies the sovereign creation of scientific knowledge and technologies, or the creation and maintenance of the degree of structural dependence on other countries in these matters at the minimum possible level. The analysis showed that at present there are a significant number of existing legal barriers to the development of digital sovereignty and ensuring the country's technological leadership. This is evidenced by the existing practice of applying experimental legal regimes. The peculiarities of legal and normative regulation of digital technologies to ensure technological sovereignty are related to their anonymous nature. At the same time, digital technologies are a product of human scientific and technological activity, but at the same time, they become an object in social interaction.
