Legal issues of the legality principle implementation when applying measures of administrative enforcement

The article is concerned with implementation of the legality principle when applying measures of administrative enforcement. The author discusses measures of judicial proceedings on an administrative offence case and administrative punishment. The research deals with the legal nature of the enforcement and reasons and order of application of the administrative enforcement measures according to the principle of legality.
