Legal issues of establishing poverty in the law of social security

The article analyzes the legal approaches to the definition of low-income (poverty) in social security law. The question of the need to make changes to the list of incomes taken into account or not taken into account when calculating the average per capita income of a family (income of a single citizen) is investigated. The author's arguments about the possibility of fixing the conditions of "zero income" and property qualification for the emergence of the right to receive state social assistance at the expense of the budgets of the subjects of the Russian Federation.
