The purpose of this article is to form proposals for the development of a strategy for the socio-economic development of the Kostroma municipal district. The article analyzes the legal framework for developing a strategy for social and economic development of a municipality. The theoretical foundations of the concept of the strategy of socio-economic development of the municipality are studied. Practical recommendations for the development of a strategy for socio-economic development of the Kostroma municipal district are formulated.
