The uninterrupted supply of thermal energy, electricity, hot and cold water to residential buildings is determined by the activities of resource-supplying organizations that provide communal services to the population for a specified fee. This article explores the issue of non-payment of obligations by consumers of housing and communal services through the bankruptcy procedure for purposes conflicting with the legislation. It also identifies ways to improve the regulatory legal framework for regulating the legal relations between resource-supplying organizations and the population.
