Prerequisites for the formation of the principle of continuity in aviation industry personnel training

The article examines the peculiarities of aviation education developing on the principles of continuity, which should be taken into account in the implementation of foresight principles into the management system of aviation educational organizations. Particular attention is paid to the value-oriented approach to ensure the competitiveness of Continuing professional education (CPEs). The determining factors include the need for a large-scale anti-sanctions policy and the increasing demands on the quality of training aviation specialists by CPEs. Among the factors determining the development of NGOs special attention is paid to the imbalance of the needs of the aviation industry, which manifests itself on the background of the changing structure of social needs, the cyclicality of economic development, demographic trends, as well as the conditions faced by the aviation industry in the modern period (sanctions regime, import substitution) and the need to form a workforce that meets the complexity of the implemented anti-sanctions measures, which requires further development of CPEs. Considering as an object of management the competitiveness of structures, the authors note some peculiarities. In particular, the function of regulation is strengthened in the management functional. The value-oriented approach takes a special position with regard to the tasks of competitiveness management of NGO organizations operating in the field of aviation education.
