Prerequisites and limitations of the formation of the potential for self-development of the housing construction sector in the regions of Russia

The purpose of the study is to determine the basic prerequisites and limitations of the potential of self-development in the field of housing construction, considered on the materials of individual regions of the center of Russia. In the course of the work the authors used: General scientific methods: comparisons and analogies, analysis and synthesis. As a result of the study, the basic prerequisites and limitations of the formation of the potential of self-development of housing construction in the studied regions are determined. Also, the authors revealed that the main sources of capacity building of self-development of the industry are the tools that allow to activate the savings of the population and contribute to increasing the availability of mortgage lending. The results can be used by public authorities, both at the Federal and regional levels, to develop and implement the necessary measures of state support for housing construction in regions with insufficient potential for self-development, as well as specialists studying this issue. As a promising direction, researchers consider the possibility of regulating institutional rent, which in connection with the change in the financing process will be concentrated in the banking sector.
