The article examines the social and legal preconditions for the emergence of public oversight in Russia: from pre-revolutionary participation practices to Soviet «people’s control» and modern institutions after 2014. The paper argues that the institutional robustness of public oversight depends on legal guarantees, governmental openness, and effective follow-up mechanisms.
