The main organizational and legal characteristics of a representative body of local self-government are considered, while attention is focused on their main public-power function - to express and ensure the interests of residents of municipalities. The relevant constitutional and legislative norms, scientific works on the stated topic are analyzed. Author's generalizations are made.
