In the focus of the present article are the Roman Popes conceptions concerning the mission of the mendicant orders and the University of Paris. The author comes to a conclusion that it was these conceptions that played a leading part in the escalation of a conflict between religious and secular masters in the middle of XIIIth century. The expressive example is the policy of Pope Alexander IV. In his bulls he reveals equal approach towards the University of Paris and mendicant orders. Therefore he modifies the university statutes as they were one of the Franciscans rules.
