Prevention of animal straying in municipalities (using Kazan as an example)

The author studies the issue of stray animals in municipalities on the example of the city of Kazan, as well as the ways and means of its resolution as an element of the system of preventing the act provided for in Article 245 of the Criminal Code of the Russian Federation. The author identified the problems and shortcomings of the existing system of ensuring the maintenance of stray animals in municipalities, and also proposed ways and means of their resolution, which will prevent cruelty to animals.
