The article is focused on comparing Federal State Standards of Secondary Education and Higher Education (Bachelor level, English Language Teaching programs) in terms of general educational outcomes. Personal and metadisciplinary outcomes of secondary education and general non-profession-specific higher education outcomes are described according to the spheres of human life they belong to, the presence of value, operational and subject components as well as the continuity of transition from secondary level to Bachelor level. The comparison has revealed lack of continuity between the standards and the aspects of outcomes that require further analysis and development.
