Continuity and restructuring in the departmental work of the People’s Commissariat of Education: a historical perspective on the early Soviet experience

The article examines the specifics of the activities of the People's Commissariat of Education in the 1920s and early 1930s. The solution of the priority ideological and political tasks of cultural and spiritually-moral development of the new generation of Soviet society depended on the efficiency of the organizational and managerial-nomenclative personnel mechanisms of the People's Commissariat of Education Department. The research objective of the article is to consider the mechanisms that were used by the department itself and the socio-state structures in the historical practice of building the Soviet state apparatus. Documentary examples show how this work was carried out, what results were achieved. Conclusions are drawn that the activities of the People' Commissariat of Education were conditioned by the economic and political conjuncture of the reconstruction period. This fact determined the nature of organizational and managerial decisions. Significant among them were: objective continuity, forced conservation, and revolutionary innovation.
