The article presents the analysis of the scientific work of the Russian crime lord M.A. Cheltsev-Chebutov "Crime and Punishment in History and in Soviet Law", published in 1925. A native of a noble family took Soviet power after the 1917 revolution, worked in judicial and prosecutorial institutions, became a widely known doctor in the USSR legal sciences, professor in the field of criminal procedure. This little-known work stands out in the list of his works, and the uniqueness of his views can serve as a justification for the proposal to abolish the general part of the criminal law, which, however, did not take place.
