Crimes in sphere of use of federal property. Anti-corruption theory and practice

The author analyzes the scope of public procurement in terms of the occurrence of criminal threats - bribery and fraud. The conclusion is that in Russia the procurement process has its own specificity, it is often associated with the «back» on a large scale falsification of documents for the participation in the competition for the conclusion of the state (municipal) contract. To solve these problems, according to the author, it is possible through the implementation of effective prosecutorial supervision in relation to the bodies and persons involved in such procurement procedure which should be based on an assessment of corruption risks when using budgetary funds.
