Reasons and conditions conducive to the commission of terrorist crimes during the period of mass events

The implementation of state policy in the field of economy, the development of legal literacy and legal awareness of citizens, culture and sports in Russia with a rich experience of interethnic unity, interfaith dialogue and the status of one of the most sporting countries in the world, is a fiction without holding public mass, cultural, religious, sports and entertainment events on its territory. Mass events, on the one hand, along with other tasks, contribute to the implementation of the main tasks of culture and sports related to the strengthening of the spiritual values of society, the ideas of tolerance, the promotion of cultural and spiritual values, the popularization of mass sports, including the promotion of a healthy lifestyle. On the other hand, unfortunately, the venues of mass events are becoming a convenient platform for committing terrorist crimes, causing a wide public response. An effective and adequate response to terrorist crimes, the so-called “crimes of a terrorist nature” committed during mass events is unthinkable without a deep and comprehensive analysis of the causes and conditions that contribute to their commission. The scientific substantiation of the causes and conditions that contribute to the commission of terrorist crimes during mass events will serve to increase the effectiveness of the internal affairs bodies in preventing these crimes, which will directly contribute to the growth of confidence in the internal affairs bodies and the progressive development of the Russian Federation.
