The use of artificial intelligence for military purposes: issues of theorization and legal regulation

The article is devoted to the issues of defining lethal autonomous weapon systems, their practical application, and the establishment of legal and technological aspects of using artificial intelligence for military purposes taking into account theoretical and practical developments of foreign countries, supranational associations, and international organizations. Differentiated assessments of autonomous weapon systems in terms of the possibility of their introduction into the practice of warfare depending on the level of human controllability are described. The representatives of the world community noted, that artificial intelligence capable to function without the operator's control poses danger to the civil population because of the indiscriminate nature of its actions and the impossibility to cancel the program, launched by mistake, by the external impact. The need to regulate the use of military AI has been pointed out. A set of administrative and legal compensatory measures for the safe and legitimate operation of AI in the legal field of the Russian Federation is proposed.
