The concept of strategic innovation management for Russia consists in the formation of the state innovation policy and the support of innovation activities of Russian companies. In modern market conditions, the development of such areas of innovation as the technology transfer from academic institutions to industry plays a significant role - this is an opportunity for universities to effectively use its research capabilities to the practical purposes of existing businesses, to obtain additional income through the sale of their intellectual property, and for industry, in its turn, to be an engine of growth in the number of Russian innovative solutions. The problem of development strategy of national and regional innovation systems is considered in the article. The scheme of the national innovation system is proposed. Key features of successful public-private partnership in the field of innovation are identified.
