The use of the mechanism of public-and-private partnership for financing of the heat supply industry development in the Russian Federation

Dynamics and prospects of the use of the mechanism of public-and-private partnership in the sphere of heat supply are analyzed in the article. The most significant pilot PPP projects are revealed. Concession agreements are considered to be the main type of PPP contracts in the municipal sector, their essential conditions are considered. The authors mark out the main criteria of the PPP competition in the heat supply sphere, which will allow to implement the projects most effectively.
