Application of national planning mechanisms in the domestic economic policy of the first decades of the twentieth century

The problem of active state regulation of economic activity, including national planning, is one of the central issues of economic science. The formation of the national planning system took place gradually, having its own specifics at each stage of its formation. The first two decades of the twentieth century are no exception, which were characterized by the development of various forms of state socio-economic regulation, the beginning of the process of forming the theoretical foundations of predictive and planned activities. The article examines the experience of national planning in the implementation of large-scale agrarian transformations, large-scale fleet rearmament programs, and economic regulation during the First World War. The achievements and problems of this experience are analyzed. It is concluded that the tasks of modernizing the country's economy required the widespread use of planning and forecasting tools in economic life, and such mechanisms began to form in certain sectors of the economy, but it was not possible to create a nationwide planning system. A full-fledged system of national planning begins to take shape only after the Bolshevik Party came to power in October 1917.
